I suppose that's what you get when you stop wearing shoulder pads. Although I suppose this is more likely the result of not using a shield. Seriously, if you ever play Dwarf Fortress, make sure you carry a shield. Shield's are vital for survival!
Also just so you know, this actually happens on Dwarf Fortress now... or at least it did. I think it was somewhat fixed, so it happens less frequently. It's quite easy to fix properly with modding though. Although that's if you even want to fix an intended feature.
Basically, what was implemented, was a proper fear system. So all creatures (such as your Dwarves) could be afraid of things and react appropriately. Naturally, anyone who isn't a well trained soldiers, is going to be scared of any type of violence or gore. And as you might guess, most goblins aren't well trained soldiers.
What this results in, is a bunch of goblins who would rather flee than fight. Although can you blame them?
If you think about it, their reaction does make a lot of sense.
Give a weapon to a violent creature, and it'll be happy to charge into battle. But as soon as it realizes that killing is actually dangerous (and not a pretty sight), then it'll come running home crying for its mother. So pretty much any kid nowadays who plays Call of Duty.
It just makes sense to me. Of course that hasn't stopped me from putting the "no fear" tag into the raws for the goblins (in other words, making goblins unable to feel fear).
