Yeah, this always confused me with this game. It's a great game that's recently gotten a new lease of life, and I highly recommend it, but I'll never understand how or why the police service is still operational.
I understand from a gameplay point of view, but from a realistic point of view... that's just insane.
By the way, the guy holding the knife is actually on the game, although in the actual game he holds an axe. I just though a knife looked more "muderey".
