What is the actual canonical reason for them letting you off the hook for going on such an epic killing spree that they needed to get the military involved?

Also, how does that canonical reason fit in during those rare times when you don't have any money on you when you get caught?

I mean, surely it can't be something as simple as a bribe or posting bail.
After all, this isn't the Saints Row franchise. GTA strives for at least some sort of believability in that regard.
I mean, it made sense on the very first GTA, since if you got caught too many times, it was game over. But they can't do that on the modern GTA games for obvious reasons. So what's their "realistic" answer, or is it just something that they've kept gamey, like having floating icons for pickupable items?
