It's true, Anime are pretty much just normal Cartoons. Manga is Japanese for Cartoon, and Anime is just a shortened word for the Japanese word for Animation, which just so happens to be pronounced exactly the same in both English and Japanese.
Cartoons are Animations, so that means that Cartoons are Anime, and Anime are Cartoons.
On the other hand, you could argue that Anime has become it's own word in English, meaning "Cartoon of Japanese Origin".
But until I see that definition in the Oxford Dictionary or something, then Anime are Cartoons are the exact same thing.
Then again, if people keep using the word like they are, then I'm sure it'll make it's way into a dictionary eventually. If it hasn't already that is.
